Julie, Having just read the strategy and the companion implementation plan, I think I see the same issue we've always seen. A plan without funding doesn't do anything. When we see the funding and the required programtic shifts ocurring at HHS/CDC then I'll know we're serious. It is however nice to finally hear someone at the federal level say that its not ok to criminalize people with HIV---yet we still have sodomy and drug paraphernalia laws.
